Planning Made Plain
The purpose of this document is to help Gypsies and Travellers (G&T’s) to first understand the planning system
and then to use it, so that time and money is not wasted on unrealistic proposals and the chance of getting
permission is increased. This guidance has been written in conjunction with a planning consultant who first
worked in local authorities and has since helped the Clearwater Gypsies and other G&T’s in West Sussex
to gain permission to keep their trailers (the Gypsy community word for caravans) and mobile homes on
their land. It is hoped that these fact sheets will play a part in improving the knowledge of G&T’s about the
planning system in West Sussex, so that relations with local authorities and the settled community are
improved and the success rate of applications by G&T’s for pitches is increased. Interviews have been
conducted with representatives of the local authorities in West Sussex, to provide advice on what to look for
before buying a piece of land, whose help to seek and how to submit an application.
These fact sheets will be up-dated to take account of changes in the law and planning policies so please

of land that may have been put on by a previous owner (called covenants) nor with the checks that need to
be undertaken by a Solicitor to ensure that you would not become responsible for problems created by a
previous owner.
